Probably there was a slow, painstaking, expensive procedure of approval before making the promotional movie. An original concept would have probably doubled the time and money taken to make it. When a university in Changsha said that they were going to install air-con's in the student dorms a few years ago, the parents protested so strongly - "this will distract them from their studies" - the university changed its' mind.
