I honestly cannot think of a single legitimate reason to kick a pedestrian while riding past on a scooter or motorcycle. Even if the person walked in front of the rider, pedestrians have right-of-way in China (as in much of the world). It's absolutely *not* normal, but it's also not sexual molestation for the reason that guest55555 outlined. Whether you are a parent or not has no bearing on whether something is sexual molestation.
