I taught in Jilin Province from 2009-2011 and I personally didn't experience this but when I tried to see if qualified for anything in Beijing or Shanghai before I moved back to the states, this definitely became an issue even with years of experience, a degree, positive references, damn near fluent spoken Chinese ...
