I am surprised that there are just so few survivors. Only like 30 out of 400+. Is it because most of them were elderly and didn't know how to swim? I think this is an excellent idea but it would only work if people KNEW they were being watched in China. Why? So that Chinese knew they could get in trouble for shop lifting.
