Not to sure how they calculated this. A couple of the overall top 10 only feature in their individual country's poll, and Xi Jinping didn't even top China's poll. I've also noticed that most of those who do that are usually Chinese (the bad English grammar gives it away), that are too scared to say things to people's face.
