The closest thing I have seen to this in the US pertains to torrenting in a dorm. My university keeps tabs on people that torrent using the school wifi. Then once every two months gives their information over to the authorities who slap them with fines >$10,000. Full Comment>>

I think there are many factors to the why it is getting worse. Chinese people have more money now and want to keep their family together is a big one.
