It's the opposite in the small towns. You typically don't need a license. I didnt have one for over two years and drove through tons of small towns. I had plates and that was all that mattered. Full Comment>>

I lived in Henan for 3 years and there's tons and tons of wonderful people, however the government and business culture is probably one of the worst in all of China. Lots of prostitutes. Lots of secret luxurious hotels and restaurants in obscure buildings. Full Comment>>
