Theoretically it could, but it's not. It's used regardless of "foreigner" (in the sense of nationality), and instead, based on looks. Blatent racism? Against which race (there are 56 ethnic groups officially recognized as "Chinese")? It's a ban on Chinese customers, regardless of race.
