a big point you have missed is the fact that to even be offered a contract in china now - for any job, not just ESL - a person needs to have the authentication documents, whereas a Chinese person does not. what you say is a genuine thing - and not just for education. however you are probably right that the idea to hire from PH is a cost cutting measure for ESL.
